3(x-2)=2(2x-3)

just simplify the left and right side

3x-6=4x-6

move x equations to the left side

-x-6=-6

-x=-6+6

-x=0

So answer for this is 0

212=6 i.e, 12/2=6(take right side two digits and divide it by left side digit)

as on the above 327=9 i.e, 27/3=9

for 624=4,  24/6=4

for 330=10, 30/3=10

So for 515, 15/5=3

So answer for this puzzle is 3.

But according to equations we can get 3 types of answers!!!

Answer  No.1

as given in equation 23=46 

so answer will be 23.

Answer  No.2

according to equation it might be

11x2=22

23x2=46

34x2=68

46x2=92

so answer will be 92.

according to the equation it might be

1x2=2 and same as 1x2=2 therefore 11=22

2x2=4 and same as 3x2=6 therefore 23=46

3x2=6 and same as 4x2=8 therefore 34=68

means each number multiplied by 2

so answer will be

4x2=8 and the same as 6x2=12 therefore 46=812.

That's it.
